How does Kingdon's model of the policy-making process help us see "order" (or at least regularities) amidst what is always a complex, often unpredictable process? In other words, how does his model help us see patterns in how policy is made and/or sabotaged? Use the cases of Clinton's and Obama's health reforms efforts to illustrate your points. You may find cause to briefly tie in or relate other concepts/readings from the class.
